Stormherald has about 0.00001% proc rate (pretty good estimate actually ) and the meta gem is probably not much better. Most of warrior mace stuns come from the talent

Blood elves and high elves are indeed the same race, they just have different names. The term "blood elf" has only existed for 4-5 years, but they're basically the same. Blood elves are just more open about their addiction to magic, really
